Option 3: Nerfed charm but gain movement speed while moving toward and while close to the marked target
The bigger part of her old kit I miss is her on-hit/AD hybrid scaling. Without those she just feels incredibly boring building the same 5 items every single game.
Base stats: Movespeed reverted to pre-rework for the sake of jungle pathing
Base movement speed: 335 -> 340
Q: Spike and lasher base damage down, damage amp on next three hits base damage up AP scaling on all parts up, AD scaling added
Q1 base damage: 25/30/35/40/45 -> 20/25/30/35/40 Q1 (Skill shot) AP scaling: 30% -> 35% Q1 bonus AD scaling: 0% -> 20% Q2-4 (Followup spikes) base damage: 25/30/35/40/45 -> 20/25/30/35/40 Q2-4 bonus AD scaling: 0% -> 15% Q damage amp base damage: 10/20/30/40/50 -> 20/30/40/50/60 Q damage amp AP scaling: 25% -> 35% Q cooldown reduction applies: When hitting a monster with Q1 -> when expunging all three damage amp marks on any nonchampion target or when a marked nonchampion dies.
No AD scaling put on the damage amp procs since that's the bulk of the ability's real damage and the idea is to make Evelynn give up something or the other depending how she builds. There's weaker hybrid scaling on the "fire and forget" projectiles since they're easier to land, while stronger dedicated AP scaling, especially on the damage amp, so full AP Evelynn can utilize her fully stacked
to greatest effect.
W: More counterplay for her victim along with a change to flat pen from % to take out squishy targets more than tanks.
W Arrow indicator appears: The same time as charm is fully primed -> 1 second before charm primes W: NEW!: While a target is marked, gain 30/35/40/45/50% bonus movement speed when moving toward them or within 900 range of them. W cast range: 1200/1300/1400/1500/1600 -> 900/1000/1100/1200/1300 W charm duration: 1/1.25/1.5/1.75/2s -> 0.7/0.9/1.1/1.3/1.5s (Monster charm duration remains 3/3.25/3.5/3.75/4s) W MR shred: 25/27.5/30/32.5/35% -> 15/20/25/30/35 flat
Playing up the stalking feeling of Evelynn that I'm sure anyone who's played her would agree is among the most rewarding parts of her gameplay fantasy by giving her stronger target access in exchange for making her location more evident before she can get her charm off.
E: Damage split into physical and magic components. %health damage lowered, followup auto attack gains increased speed
E flat damage type: magic -> physical (E flat damage: 55/70/85/100/115 (unchanged)) E flat damage bonus AD scaling: 0% -> 70% E %health damage: 3% -> 2% (E %health AP scaling unchanged: 1.5% per 100 AP) NEW!: Lifesteal is applied to the physical portion of E and empowered E's damage NEW!: After casting E, Evelynn's next auto attack gains 40% bonus attack speed
Empowered E: damage split into physical and magic components, applies damage and on-hit effects twice, follow up autos gain increased speed

Another example of giving something up in exchange for something else. She gains hybridized damage with a flat AD portion and a %health AP one. With Q's AP scaling increased, E's thusly drops. She would then gain something resembling her old flexibility based on the kind of targets she needs to prioritize. Enemy
? The current AP build will be the best to nuke him while he's CC'd. Something more like
? An AD or On-hit build will be better to tear through their sustained damage when the crowd control isn't a viable option. Maybe their biggest threat is a tanky bursty
. Build some AP to scale her %health damage and add on some
to tear him down with a rapid barrage of on-hit attacks. As a side note, I debated about how to add in on-hit synergies without going for completely sustained damage and found increased attack speed but only for a few attacks to be a nice solution to make it work with an on-hit build while still being focused on bursty assassin damage instead of drawn out fights you might see more from an on-hit

The only thing I miss about Evelynn was her old E. I actually loved going AD on her.
E. the claws were satisfying to use. anyway i say old W. current is boring to use over and over and over and over just trying to constantly pop it... stupid design. classic rework
