Hybrid builds OP?

So in the past couple of games, I have noticed a lot of hybrid builds in this new "meta" or preseason. I`ve also noticed that xin seems a wee bit too strong as of right now. Because of the new mastery that gives you increased damage with ap and ad, and with rageblade and hextech on a lot of champions now, its pretty damn good. Xin especially. I had a game where a sated xin with gunblade and hextech took on almost our entire enemy team without dying. My point is here, is that, 1: hybrid builds on a lot of champions seem a little too strong right now 2: If there is anything going to be done about it, are there going to be specific champions that will be focused on? like jax, xin, and strong champions like that right now.
