When a connection ruins the game, what do we do?

I'm sure many of us have had games where one person has a bad connection or other issue with their network, and most of the time, those games are ruined or severely un-fun due to the disconnects. Even when players manage to re-establish connection to the game, usually they come in under-leveled and almost useless in team fights. Many times they spam chat with "Sorry, please don't report!," as if that helps anyone feel any better about it. Riot has stated in the past that your internet connection is your responsibility and if it starts to effect games and cause others issues, their is consequences. I upgraded my speeds and play on a Ethernet connection, so these problems don't affect me really, and for that I am thankful, but many others do have issues.

Beyond a simple report, which Riot may or may not take issue with, what other things can be done to help facilitate a better playing experience? Riot has issued a few topics on how to improve your connection, such as using wired connections or playing without a bunch of things clogging your network, but for many out there, those things matter not. A lot of the time, people simply don't have the speeds required to facilitate a solid connection to the servers.

Is there some way to make the game less intensive in terms of needed upload and download speeds? I'm no network administrator or computer engineer, so I don't know much about the constraints faced by Riot on their systems, but so many of my games I play with people who have buggy connections, or so they say. I hear "lag" or "4000 ping cant play" and it just ruins the match in terms of competitiveness. It just doesn't seem fun anymore at that point.

If anyone has any ideas on solving this or any suggestions, feel free to chime in, otherwise I suppose this is considered a rant of sorts.

The solution already exists. These people get leaverbustered, they lose matches and their mmr drops, and /remake now exists.
