for a long time now i am getting people giving up at 5 mins ish and demanding a FF at 15 .... focus on this point is not to win but to just go next game ...
when it gets to 15 i always say no to FF because i always try for comebacks but this vote... i say no and some people ecide to just grief to end the game faster ....
Even when we can have a vayne kayle or veigar ... a hard late game comp it doenst matter we must FF... >_>
People are still going to give up regardless if surrender vote is a thing or not.
Honestly? I'm in favor of removing it outright. It being there is too much of a temptation and helps lead to people giving up, which leads to a mental aspect of snowballing.
Sure, it'd lead to an increase in people opening mid, but it'd almost certainly lead to a decrease in overall giving up.

Forcing everyone to have a bad time only because you don't know when to recognize an early defeat isn't a nice thing to do.

Then ur part of the problem. u are trapping them there when they dont even wanna play the game anymore. Just say no. and go to the next game.
It should just give you the prompt once someone on the enemy team gets 3 kills in the first 5 minutes
