Can we at least have Sandbox mode on the PBE?

I mean, the live servers aren't for testing, so I suppose I can understand why there's no sandbox on it. But the PBE is literally testing for bugs, player appeal, and whatnot. It's the PBE, meant to test things before they're shipped off, so why do we also have to play a 30 minute game just to see if one item passive works or whatnot.
