So, QSS is an essential item for teams who are facing a lot of heavy CC, but QSS only builds into Mercucial Scimtar, an AD item. What I find confusing is that most AP Assassin mid laners have to purchase QSS, but can only deal with it's stats and active, and can't upgrade it because otherwise they'd be buying an item that is more or less useless on them stat wise.
Why isn't there an AP QSS upgrade?
Honestly we don't need an "AP QSS", we need a QSS option that doesn't suck except on a few champs. Make it upgrade into an MR item with cleanse, or a lower MR/health item. We don't need 1-to-1 upgrades for mages and adcs
why cleanse the cc when you can avoid it.
After ad get zhonyas.
If we can have a QSS for AP builds, then we should have "AD Zhonya's". Pretty fair.

Your ap qss is called zhonyas
Majority of ap assassins are compensated by having invulerability and being more mobile than their ad counterparts.
The only 2 that aren't are kat and akali who are extremely old champs and need reworks anyways.
Stop comparing Zhonya's to QSS.
Both are NOTHING alike.
Zhonya's if there's a Skarner coming at you using Zhonya's won't do anything. And using Zhonya's to avoid getting hit by, say, a Shen taunt, will put you in an even more dangerous position.
Just like QSS won't save the adc when Veigar ults them.
They serve very distinct functions that sometimes overlap (a Zed ult, for instance).

? It might not be on par with 
but that was only buffed recently and was pretty underwhelming in the past. If they made a higher AP version of it would be too powerful. It's a choice between having that ability or having more damage.
I suggested an AP QSS item as an alternative to Banner of Command a good while back
But it could be an interesting change to Athene's
Chalice becomes 
+ 315G and gives +50% base mana regen, mana font, and 30 AP
Athenes becomes 
+ 
+ 500G, keeps it's current stats, and gains Quicksilver.
Chalice becomes less awkward as a first buy and Athene's has a better place as a defensive alternative to Morello's
