As a Mordekaiser main, I have a lot of issues with your current directions for Mordekaiser
Primarily, the main issue is Mordekaiser is generally unplayed due to the fact that he has no CC nor escapes. His saving grace is his default tankiness via his passive and his powerful bursts. If you remove the burst damage he brings, you're effectively cutting out what makes him playable. I can see why making him tanky makes sense thematically, but given the fact his play style is dueling/team fights in the back, making him tanky is not going to make him more viable. Rather it would cut his playability, as he could be sustain based but offer no way of slowing or creating a good instigate, and thus would be more of a bullet sponge, which frankly, I would not find fun to play as.
Secondly, I feel that making Mordekaiser a tank would thus change his builds, and while he may still be ap, given the fact he isn't doing anything meaningful in a team fight, his best options would be building flat tank with minimal AP, similar to Cho'Gath or Malphite. But as previously stated, that would mean unless you plan on giving tentative changes to his abilities, he is simply a walking bullet sponge with no way of impacting a team.
I can understand the reasons to change Morde, but I still feel this is not the way of going about it.
The main reason he sees little play is due to the fact that he has no way of CCing anyone, unless you build for it. However, given the fact he is so heavily burst and offers a very good ability to tip a fight, it does mean he has a fair balance. Because he lacks escapes or CC if he is caught or focused with stuns/silences/etc, he loses his power in a fight. However, if he is not, he can bring great teamfight potential and a good way of being meaningful in burst effects.
I love Mordekaiser mid and top, and I do wish for him to stay there as is, or until a good method of balancing what makes him strong and what makes him weak is found. But changes based on theme is not necessarily the best way to go, as it forces significant changes that I feel may not benefit Mordekaiser in terms of playability. This is especially evident in the fact that, despite the idea of making him sustain, there are far better tanks currently out there that would make playing Mordekaiser pointless, such as Cho, Malph, or Mundo. While there are certainly better mages, the fact that he can currently have a meaningful impact in a teamfight means he still has some power in a battle. Removing that may mean he may never see play until he is given CC, which in it's own would be very much like a rework.
I do hope you read this and at least consider what I have said.
