@Riot, Shen's buffs are great, but how about HP-scale on shield?

I don't think he needs it honestly. He already has built in sustain from his Q and a taunt on his E. The secondary effect on his shield is also important as it reduces the CD on his passive.

He's an old champion and it isn't uncommon to have a shield scale off of AP. Riot seems to be tackling shield scaling little by little; the last one I remember is Urgot getting a mana based shield when his used to scale solely off of AP. But really, these buffs to Shen are big. And I don't think all of them were necessary. MR/lvl was a long time coming and really I like it mostly for consistency in champion stats. I think the other buffs to his kit (his E and Passive) were not needed as Shen is plenty strong right now in my opinion. But in the future, possibly when Shen is reworked, he will gain a shield based on health.

Have you tried AP Shen? It's pretty fun, and you feel like a real ninja because you play more like an assassin. You can get a pretty hefty shield that way as well.
