When are you gonna do something about the people who afk but sit in fountain?
How do you catch these ppl? They afk but they move around in base so they can't get caught. Really tired of this dumb shit.

That actually doesn't always trick the system very well. They won't be kicked for inactivity during the game but can still be flagged as not-participating and will receive a penalty for leaving the match. Sometimes you'll see reports of a "false punishment" on the boards because they "weren't afk", and they are confused why they are considered afk when they were clearly at their keyboard moving and typing XD
I do agree that penalties for it should be more severe though, and I'm sure detection could still be improved. Even in cases where the system can't automatically detect their behavior, that is where your AFK reports come in; it helps create a pattern for Riot to notice even if their behavior is too subtle.
The system can detect when someone is running around in the fountain and can still get them for AFK/punished for that
