When are we going to address the Toxicity of Press the Attack on Miss Fortune?

She was given a minor Gameplay update to gate her power slightly, ensuring that she switched focus between attacks.

Then Runes Reworked (tm)(r) came out, along with Press The Attack

Riot, do you realize that you've negated the passive nerf to her damage that came from Single-target focus with this rune?

How can we Adjust this? How do we fix this? Do we turn off PTA for Miss Fortune alone? Do we Re-work her passive again, since it's arguably the best Rune for her to take, because it evens her damage out at all stages of the game? Either way, right now, she's oppressive in Lane and teamfights, because she's able to focus every shot on whomever she pleases, instead of spreading damage around some.
