Relevance of the Summoner Spell Clarity

I wanna know, what are people's opinion on the usefulness of Clarity? Specifically in regards to Summoners Rift, as that is the most played map and mode.

I personally tend to feel that it is leaning towards almost uselessness. The only times I see people take Clarity is for those low level summoners just starting out and have no other S.Spells. That or it's ARAM and people take it to stay in lane longer. I really don't see it in SR, which is kind of a problem for the S.Spell.

I think that Clarity needs to be buffed, specifically that along with the 40% mana return (of your maximum mana) it should apply a mana cost reduction effect as well. This could be an effect that lasts as much as 30 seconds, or perhaps even just 10, as I feel 5 seconds is too small a window to capitalize on this effect. Or perhaps the mana cost reduction effect could stay applied until you back. Once at your fountain, the effect is removed until the spell comes off of cooldown and ready to be cast again.
