Make it so that Garen can't the make the Villain the person who's killed him.

The way that garen's Villian mechanic works makes it so that his lane opponent is punished for killing garen, because if he does it enough or if its a low scoring game early, garen gets a free comeback. Its stupid.

So make it so that even if Garen is 0/2 and the enemy laner is 2/0 garen doesnt get free bonus true damage for getting killed. It even fits thematically because Garen is supposed to be protecting others from those who do them harm not to himself.

The true damage, especially early, doesn't really matter much. If you're trading well enough against Garen to kill him once or twice you should be able to stay out of all in range.

1% Max HP True Damage is literally nothing early game.

175(+28.6% of the targets missing health) true damage is noticeable early game; but if you were low enough to be killed by his Ultimate you would've probably died regardless of if you were the Villain or not. Exception to this would be if you bought Hexdrinker; then I offer my sincerest condolences for you buying Hexdrinker against the current Garen.
