Skarner balancing

I know how to balance Skarner now that the hotfix has proven that it didnt do shit to his real problem.

FIRST OFF his ult shouldnt have 100% total ad dmg done on both start and finish of his ult. if anything do Bonus ad that would be more reasonable.

SECOND take the slow % down on his E AND take off the Energizer Scorpion tidbit for procing the stun if anything give him a mana refund for the skin if he procs the stun.

THIRD take another 5 off his base MS he is a juggernaut after all and he has a built in ms buffer.
