If the ulti description dictates that it deals damage to all enemies AND structures, but I am standing next to the nexus with inhibitors down and auto attacking it with my ulti on, how come it is not dealing damage to the nexus? is the nexus not considered a structure anymore?? because that's pretty lame considering it's a huge fkin building...what gives rito? Probably the same damn reason Zigg's cant use his Satchel charge to detonate inhibitors and the nexus? It would be beyond broken and a unfair gimmick that would let Rammus get away with 'EZ' damage spamming on 'all' structures so he could basically play AP tank and harass structures and could take little to no damage thanks to his tank build which lets him counter alot of enemy champions relatively well.
Hell the bloke gets alot of Armor % scalings, especially gaining 'free AD' based on his 'total armor' a super unhealthy gimmick that grants a tank 'free damage' so they can harass enemy champions and get away with tower diving, tower tanking, dueling a non-lifesteal heavy champion or just plain get away with a easy CC against a target without much of a problem (Taunt namely being part of that game).

it actually states she can only use it on champions and turrets specifically but I think if this was intended for rammus it would state so
Its actually neither of those two, it is similar to twitch not being able (might have been fixed, never used to) to hit the nexus and inhibs during his ult.
Way back when the game was simple, Twitch was able to ult through the turrets and directly hit the nexus, meaning he could kill the respawnable structure before the towers were killed. I assume Rammus in melee range of both nexus and the towers had the same issue; being able to damage all three simultaneously. The bandaid fix was "You cant hit them anymore, at all"
I think the Twitch issue was seen in pro-play, so it got fixed very quickly, not sure about Rammus.
no but like in the description of the ability it says it damages structures AND the nexus is definitely a structure. i didnt try it on an inhibitor. but in either case, the description needs to be updated/edited to properly display what it does/do what it currently says it does properly. if it only affects turrets, it needs to say that. if it affects all structures, then it needs to damage both inhibitors and the nexus.
