So, being end of season, you see a lot of popular streamers who are challenger, lvling their smurf accounts to challenger. Why doesn't riot do something to stop multiple accounts from being challenger. I mean, this is an exclusive elo w some nice rewards.. Really sucks you have one person taking 3-4 slots in the small bracket, not to mention they are smurfing and making ranked blow for anyone who isn't on their team. Challenger should be all individual folks, not a dozen guys w/ 3-4 challenger accounts tying it up...

Most smurf accounts can't reach challenger, they get into Diamond most of the time but rarely anything higher.

Because it's not as much of a problem as you think. Only the most prominent challenger players have multiple accounts in challenger, and most of their smurfs decay out within a few weeks or months of reaching challenger. It's way too much trouble to try to keep multiple accounts in challenger, so unless you're one of the challengers who literally play 12 hours a day, you'll probably have a D1 or D2 smurf at most.
