Should you get bonus LP if you lose more than normal?

If your WR is typically 60% and you go on a run where you're at a 20% WR and dip down the standings, should bonus LP be offered after losing streaks in which you get demoted?

Matchmaking is meant to balance the teams at a 50/50 chance of winning so if you're winning 10 or 20 % of your games then clearly the system is at fault and not your own play.

If you go on a bad streak like say Gold promos all the way to S3, should a pool of bonus LP accumulate of which you get bonus LP when you start getting some wins?

If you stay in your current league long enough then the bonus pool goes away. Getting demoted is the worst, 75 LP (2 wins) just to get to promos again and Riot has even admitted that the matchmaking system tries to put your chances of winning at 50/50 during promos ( I assume it is the same when not in promos as well) which is fair so if your winning percentage is short of 50% then a bonus LP pool would balance those loses out a bit and help soften the blow of the match making system absolutely failing to match fair teams against each other.
