Why do i feel that this rylai nerf is really going to hurt Vladimir more.

I am worried this is going to make is play rate and win rate go down even more.This item is key to him due to the stats and the fact of his lack of mobility. his win rates balance out around 44%-45% and his pick rate is already below 3% as well. I really like this champ and would hate to see him totally disappear. So is there any hope for vlad or will he just remain in a coffin?
