I play for 2 League teams atm and recently Kassadin has become a contested pick. Im not sure what im supposed to do cause putting a ban into him every game seems really stupid cause hes rarely played by my teams opponents but its at the point where he is so low risk that people are picking him for his saftey. He crowds out my entire champ pool and with no nerfs coming his way the immediate future seems the best option is to perma ban him.

You don't want to ban him because he is rarely played by your team's opponents?
Then don't ban him.
If he is rarely played you shouldn't need to ban him, but it sounds like you believe he is the biggest threat to your team if he does get picked, .. so you should ban him.
But then you run the risk of some other strong champion being picked instead.
That is how it works for every champion, so I don't see how he is "crowding out" anyone.
Or, .. you could pick him.
