As I was looking for some runes to pick up, I wondered....

RIOT WHY DO YOU STILL HAVE TIER 1 AND 2 RUNES?! The rune pages are already limited depending on whatever level you are. It is seems like this is purely meant to be a noob trap. "Hey, get some tier one runes! Only 9 though, and no quints! That would be unfair!" Since the rune pages are already limited depending on level, would it be so unrealistic to just have only tier 3 runes that you can slowly build into your rune pages as you level to 30? OR.. OR.. Just open up the rune book, so you can buy the stupid tier 1 and 2 runes as you are leveling? I can't be the only one that thinks it's stupid that you basically have to wait until level 30 to use runes.
