Not asking for peoples opinions, but facts, whether it is actually a rule to follow pick order in champ select. I've hated people for not following pick order and hear others complain about it too, but it's not an option as a reason to report in game, so I'm confused as to whether or not this is actually against the rules, or if it's just a douche move?

However, Riot did states when they took out pick order by ELO earlier season4 ( or late season 3 i forgot), that people SHOULD communicate among team mate and make the BEST judgement for the team.
