Or for helping out on-hit itemization in general?

Rageblade's most recent rework was meant to make it the sort of "Infinity Edge" of on-hit builds for champions like Master Yi, Warwick, Xin Zhao, or Jax, and though these champions still do predominately use on-hit builds in the jungle rageblade is almost never bought. Now that Kog has been reverted it is pretty much only bought on Kayle. Part of it is due to stat-inefficiency (Yi does not care at all about the AP), part of it is due to how bad it feels to complete (you have less attack speed on completion for the start of fights, which feels awful), and a big part of it is the Phantom Hit (which is what makes it the big on-hit enhancer item) being gated behind the item's stacking mechanic. The stacking mechanic in general favors ranged champions (who can stack it more safely) heavily over melee champions.

So are there any plans to help out on-hit itemization and guinsoo's?

i really hate the current rageblade, it uses a recurve bow but you need to stack to receive the attack speed bonus and i hate the on-hit builds in general but want to build hybrid items sigh

I prefer building champions like Yi on-hit because I just like that different champions can build differently. Tryndamere and Yasuo already fulfill the "crit-based melee ADC" quota. I'd like it if Yi and to an extent Jax were the on-hit guys (with Riven and Fiora being the AD and CDR gals).

That's also why, for better or worse, I preferred the reworked Kog'maw. He wasn't another crit ADC.

People don't want to build Rageblade because it gives a lot of AP and not a lot of AD. Which is fine I guess, its just that people still don't realize how powerful the item is. If you get it on someone like Yi you can literally melt tanks. But even though I said it is powerful I think it needs to receive ap/ad scaling on the on-hit to make the item more efficient.
