@Meddler Are there any plans for Guinsoo's Rageblade?

It's no secret that the item is very rarely bought on anyone who isn't Kayle, Kog'maw, or I guess Jax and Xin Zhao, with the reasons being that stacking it on most melees is much more difficult than on ranged champions, the very high cost of the item, and the fact that most champs who would like the phantom hit just don't benefit from all the stats that well.

What are your thoughts on the item's current state, and are there any changes slated for it?
