He was brought into an okay state after he was nerfed due to his synergy with Devourer and Rageblade, but then the item was removed and he's been a mediocre at best pick ever since.

If champions like Jinx can get buffs despite performing fine in solo queue purely for her competitive unviability (and Shen can be nerfed despite being quite the opposite), surely a champion who isn't good in low elo to high elo solo queue and is never seen in competitive can be buffed?
