Even ignoring how broken Vlad is with spell vamp, spell vamp in general is a frustrating and difficult thing to balance around.

Unlike Lifesteal (where the target either needs to be in AA range, which is melee for some people, and needs stuff like crit to really get good amount healed), Spells have a massive variety. Youve got stuff like Morgana's Q that has an 1175 range. Or Xerath's Q that has 1400 range (reduced aoe healing irrelevant).

On top of the vast variety of spells the game has to offer that you need to balance spell vamp around, spells also tend to be dropped in rapid succession the later into the game you get. That means that unlike Lifesteal, which tends to be a steady healing stream during combat, Spell Vamp leads to massive burst heal as the mage drops their entire combo (simultaneously killing someone, and healing themselves for a massive amount in the same moment).

Not true, still has spell vamp. And basically has spell vamp, just affects other things as well.
