The Penetration Problem

I've seen so many threads about the current meta, in which tanks feel useless and marksmen using item 3035 destroy everything. I'm not sure if this has been proposed yet or not, or if it would really help but, why not change the item to something like this:

item 3035 +40 Attack Damage UNIQUE Passive: Physical damage ignores 35% of the target's armor (20% for ranged champions)

OR if champions like Zed are the main problem: item 3035 +40 Attack Damage UNIQUE Passive: Physical damage ignores 35% of the target's armor (20% for melee champions)

The only issue with LW is on champions like Zed. Actual Marksmen aren't really a problem with LW because they can't get it as a second item and have it boost their damage through the roof like a Zed or Riven or other melee bursty champion. The one exception is of course Varus who is more like Jayce than an actual ADC in most cases.

The problem is Arpen is %of target's armor. It should be flat pen like the old days. If you want to leave a dent, you need to focus your build on penetration, instead of just throwing 30% of that Rammus' defenses down a toilet with a cheap item. Either that or an item with a passive: %armor penetration on this champions is reduced by 30%.

So imagine an enemy Zed penetrates 35% of your armor. With this item, a little less than a third of that penetration ceases to exist (maybe turning it into around 27% penetration).

But I still think flat penetration is the way to go.
