why do high ELO players do not poke as much?

i notice in high ELO games people don't poke as much as you see in bronze-gold, where they walk into lane spamming all their abilities and blowing all their summoner's spells (even in some plat games). they walk into lane csing, right next to each other. even bot lane does this. i was just wondering, why do they do this? what is the reason behind this? i heard because you "push your wave" if you attack them.

They trade when its low risk, i.e. the jungler is on the other side of the map or likely to be doing a buff.

They're more aware of their strengths and how much creeps actually benefit you. As Knife said, you generally trade when you're not going to miss a cs, and the opponent is going for one of theirs. They waste the time to hit the minion and you get free damage.

Not worth losing last hits over some poke.

Because Gold > Harass.

This is just another way that low ELO games are completely different than high ELO games. When I first started trying to get better at this game I started watching high ELO games thinking it would help me get better by watching what better players do. It did not. Out CSing your opponent by 30 or 40 cs is a huge edge when kills are few and far between, but becomes rather irrelevant when other laners have traded five plus kills by twelve minutes.

On a silver game/account i was playing I won a game and the person i was laning against in mid stated i should have harassed more if i ever want to get out of silver.

People like this sicken me because they don't know that there are different ways to win a lane.

Examples:

Darius vs Ryze: As darius it is better for me to bully or kill ryze pre 6 so i can get a lead. Annie vs Syndra: it is better for me to just farm and get my items, because ill delete her post 6 Olaf vs Riven: wait post 4-5 to start "really" trading with riven Akali vs bot lane: level 6 + hextech

Depending who you're and who you're going against you don't have to harass to hit plat at least.
