Most AFKers don't afk every game, sometimes irl happens. No one likes having them, but they do happen at times, same thing with feeders, I feed, you feed, we all feed, hell this also applies for both trolls and flamers. The system only bans people who does any of these things constantly, not people who only do it once in a while.
Except all those are reported and are punished. So, you.. are just wrong.

The key is detectability, not severity.
They act against all these points. But i guess its understandable why someone gets banned easier for telling his Team to actually kill themselfed than for receiving Sudden Real Life Things that require instant reaktion.

It is true that feeders/trolls don't get banned as much as they should be. Flamers and Afkers do get banned though and DO DESERVE what they get.
The whole flaming people harassing/racist/sexist to you thing should have some give take balance but... I would say I agree with 99.9% of all flamers getting banned.
The problem with context is you can not automate that... So riot just goes with a overall policy.
Flamers is just the easiest to ban, since it requires very little work from them to simple have a bot scan a chatlog for some keywords, then press a button and ban.
Feeding and trolling actually requires watching the game which is a lot of work or not possible so not really punished.
Your logic: I have no connection to creating their system and can't know exactly how it works but I see feeders and trolls so they must not care about it.
