I used to be a big Blitzcrank player, but I haven't played him since before they added the slow to his w. I really hate the thought of dealing with that and I feel like he would be pretty useless in a chase, which used to be his strong suit. And big blitz players wanna tell me about the effects of the slow?
I'm not a big blitz player, but I've played it. It's mildly irritating. I personally value his all-ins more than his chasing potential, so I don't mind the nerf as much, but if that's important to you, stay away. You definitely need to be aware of where you are more.
he is still good, you just have to be more selective with your speed up because the slow is devastating. it feels like you got hit with exhaust...pun absolutely intended.

The effects of the slow are relatively mild, and you can get around them fairly effectively. However, the problem is that his w doesn't actually speed you up past the first second, and even that first second not that much. Blitzcrank is still kinda playable, but you're better off not ranking w until lvl 9+, when you literally couldn't put that rank into a more useful spot, like a xth rank of q/e/r.
tl:dr: the slow is mild, but they literally removed his w outright and the "90% speed buff" is a cake.
