I don't play Cho very well so I'm not sure that this is a real issue, but the thing is that if you reduce cooldown and reduce duration (of his W) it eventually gets ridiculous.
Hyperbolic example: 20 seconds cooldown with 5 seconds of silence is a LOT more effective than 1 second cooldown with 0.25 seconds of silence.
I'm just skeptical that this is a good decision, but I haven't play tested it.
