Isn't the new vlad just a worse version of liss?
I feel like they complete the same goal, but liss does it better.

Answer is a strong no. Vlad gains untargetability (and arguably more healing). Swain gains lots of cc, and one huge range ability.
That's a pretty noticeable difference. I'd imagine the cc kit is better too.
