why can a champion that builds all ap and no health have as much hp as a full build sion late game with his w passive providing and extra 800 health. how is that not broken. and then even if he doesnt build ap he gets ap for building tank. what happened to riot not wanting champs who build tank to do way too much dmg.
Because mobas can have champions designed for late game domination and remain balanced.

sub 50% winrate
relatively low pick rate (IIRC)
bruiser dumpster him if he doesnt have empowered Q
incredible simple to gank because pool costs a lot of HP and is easy to following assuming you dont let it slow you
