When Are We Making Fizz An AP Midlaner Again?

Kind Of Tired of Devourer AD Tank hyper carry Fizz doing more damage than my Full AD Pantheon just bcause he has BORTK and Trinity force and the rest in tank items. Can we do what you all did to Ekko to him?

Current Ult: increasing Fizz's damage against them by 20% for 6 seconds, New Ult increasing Fizz's damage against them by 12% + (1% for 100 AP) for 6 seconds,

Some of my values mightn't be very good or might result in a something horrible but that's the general idea
