Could we revert The Ezreal Q Buff?

Right now Ezreal isn't super strong but he is extremely annoying as heck. You could try to dodge all his q's but he'll still hit some eventually or he'll hit you from max distance. Heck Ezreal now doesn't even build a sheen they would much rather build a B.F. Sword. Its already annoying enough to deal with Ad ez but Ap Ez is an even bigger Jerk. And with the Ezreal Q Buff that increased the amount of cooldown hsi abilites are reduced by he can just E ever every 8 seconds early game and then every 3 seconds late game. I've seen ezreal get to lvl 6 and use his ult 3 times before the other person finally reached lvl6 (Taken into account that they got killed once) His ult at this point is at a much lower cooldown.

        With some math here is how ridiculous his ult cooldown is. His Normal ult cooldown is 80 seconds. His Q reduces cooldown by 1.5 seconds THAT INCLUDES HIS OWN Q. At early level with no cooldown his Q is 6.5 seconds but with his passive it would be 5 seconds.

So 80/5 =16 q's before his ult is back up which his Q gives him 24 seconds off his cooldown effectivly making his ult 56 seconds at level 1if he doesnt miss a q. At late game however his Q is 4.5(3 with passive)and ult is still 80 seconds but we can imagine he has 40% cooldown reduction. now his q is 1.2 SECONDS WITH ITS PASSIVE. And his Ult is now 48 seconds with 40 % cooldown. BUT WAIT THERES MORE. With The power of Q combined he can get with 17 shots at 1.2 cooldown his ult is back up which is just 20.4 seconds . AND YES MY MATH IS PROBABLY ALL WRONG BUT THIS IS AN ESTIMATE.

And then his E at 40% cooldown its pretty much LITERALLY 3 second cooldown with hitting two q's it's just mined bogglingling evil he needs much higher cooldowns as his current cooldowns are too oppressive and safe. A good course of action would probably be to revert the Q buff it really makes him spam beyond stopping. AND I HAVEN'T EVEN MENTIONED WITH 45% COOLDOWN REDUCTION. I'll even say that his E is almost as spamable a Fiora's Q Its almost right there like 1 second away
