URF isn't intended to be balanced, all the champs are OP XD You can't play URF if you're looking for fair.
That was my initial reaction to them adding the "All Random" thing. They said it was because people were choosing the same champs over and over again, forcing others to "conform to a meta".
That isn't entirely true, nor does it completely justify adding an RNG element to URF.
URF was made as, and meant to be, a gamemode of unbalance. A gamemode where every champion had something good about them. Where every champion had no limits. Resource champs were no longer gated by said resource. And non-mobile champs had more tools to use, due to short or lack of cooldowns.
People started choosing out of a few champions only, and that was fine. They like those champs, that's their thing. There were still others (regardless of win or loss) that enjoyed playing their favorite champions. Whether that champion, be "Endless Wave Clear Kayle" or "Endless Starcall Soraka" or "Spammy Spear Thingy Pantheon", these players were having fun. Which is exactly what URF was for.
URF was never intended to be a competitive gamemode. So I seriously do not understand why Riot felt they HAD to "balance" it. And by an RNG element, nonetheless.
