Why did RIot implement DQ if they thought they'd bring SQ back [Civilized Question]

As I understand it, DQ was implemented first with the intention of bringing back SQ to allow both modes to exist and give people the choice of what to play. Nice in theory, but in the end it's unlikely the two ranked queues that would need to compete for players would ever be able to coexist, and I think Riot realized this before they brought back SQ and decided to double down on DQ because it gave people the most options as far as playing alone or with friends went.
