QoL buff for Zilean?

Since in the current meta he isn't really in the best state here. I thought maybe a quick QoL buff to make his bomb stuns more reliable might help since your generally going to have alot of dive happy tanks on your team, how about having your bomb / rewind / bomb combo get a slight change.

Simply having the 2nd bomb having a priority to stick to the one already affected by the first if they are an ally would go a long way to helping Zilean out. You don't know how many times this frustrates me when I place the first on our tank who is diving in, I set it up for the stun and it sticks to an enemy nearby instead since its highest priority for sticking is enemy champions.
