What are Immobile Mages Weaknesses with the New Hextech Starburst?

I feel like people vastly overestimate the actual range of a 300 unit dash that doesn't even go through walls
Their weakness is that, with the exception of Hextech Startburst, every other item they currently buy is getting nerfed to hell.
"Damn, I'm out of mana. I guess I better let Zed get his full combo off on me so that I regen enough mana for a single spell".

Well, considering the fact that Hextech Rocket Belt (because, c'mon, it IS a motherforking Rocket Belt!) has a cost and a partially non-AP based and non-mana-containing built path...
Xypherous also said that the item is the most experimental/risky out of the bunch. And he'll probably change the final stats to be less AP heavy, and more on the HP/utility side.
Well, I mean, they are still fairly immobile. They are now only about as mobile as, say, a Garen or something like that.
whats the counter to champs that can melt you and have way longer dasheS that can go thru walls and are virtually ungankable, like
