He's better as a Jungler now due to the Cinderhulk buff.
They destroyed his damage which ruined his viability as a top laner and his support play was never really any good compared to other tank supports
He ate so much junk that he cannot perform well anymore.
There's just better choices at this point.
Nerfs... And he is immobile melee in league of ranged.
Nerfed to the ground
People hated him so he got nerfed hard 4 patches in a row for no reason basically 
He needs a buff tbh, however, that could lead to massive frustration issues.
