Tweak Galio and make him a Support

In all honesty, he already plays like a fairly aggressive support. He has a focus on poke, is fairly tanky and provides various buffs to his lane partners. If there was any real change to make him truely viable as a support... We could simply rework his Bulwark to provide healing to both Galio AND the shielded target. It would make it an interesting flip over the normal shields and barriers. Instead of providing a flat shield, it massively spikes their defensive values and heals them, meaning the more damage they take, the more effective the shield becomes.

I only suggest this because I feel like Galio has completely fallen off the map and yet he's so close to being able to fill out several roles. Given how small of a pool we have for true supports with healing... I thought he might fill that niche. What do you guys think?
