With rageblade existing thats never going to change
Maybe some tuning like W base damage down but return its CD slightly. If hes getting two high damage W's off hes probably near dead as its POST-mitigation thats converted into grit.

Edit thats 11 but I forgot about Ornn and couldn't think who to remove. Fuck this is Bronze Silver elo I have to add 
that bitch is so broken unless you have 4 kinds of cc and layer then right.

My opinion AT THE MOMENT.
To everyone saying sett is op, he really isnt, just overtuned a tiny bit. Just because you got ass smashed by one doesnt mean hes auto op, he has plenty of weaknesses and they are very aparent, its just his dmg is a bit much and needs toned down a little imo.
Lol OP took Lee Sin as one of the most OP champs.

EDIT: 4th Katarina? Cmon Katarina is actually one of the weakest mid champs in the game.
Not really in any order but here is my list
Ekko because overbuffed, with extremely safe kit Darius because he wins every 1v1 due to passive Sett because he wins every 1v1 due to passive Mordekaiser because he wins every 1v1 due to passive Fiora because she wins 1v1's no matter how far behind she is Master Yi because one kill and he runs away with a game also pretty unfair that he can beat most bruisers 1v1 while behind in 3k+ gold as long as he has his core items Vayne basically same reasoning as Yi, only needs two items to start obliterating everything Zoe because her entire kit is based around long range no counterplay oneshotting
Marksmen: 
Fighters: 
Tanks: (its just his W without his super broken w hes useless) i dont have problems with other tanks so ill just cheat here 
(ad ratio is kinda too high cooldown for q too low while wind up is too long and easy to cancel.) 
( I dont like the % hp damage and Q has no cooldown window to take advantage of darius also has this problem with his q and w)

Mages:

Assassin: the entire class along with items
Support: mages in the support spot and thresh's ap on souls stacks kinda hard
Should do for each role. I cant agree adcs would take up most of that list for me then mages and riven.

These guys have all seen more than their fair share of pro play except Jinx whom should see too much pro play but they are too scared.

I'd agree with you that leblanc can be a bit overpowered but that would mean I even see her in games, I am actually starting to believe that leblanc mains have gone extinct.
