Idea to reduce smurfs

I wonder:

Would it be smart to have a "prestige" system similar to CoD? Since people like to get new accounts to run through lower levels, have it setup so a player is able to keep their mmr and other things bought with that account, but they're locked by level. (Say a lv 30 resets back to 1. He can't use his full rune or mastery pages, but he is able to use the champs he unlocked with the skins bought/gifted to them). Because they keep their record, they'll still be matched against higher level players, and avoid being matched against new players with their new accounts.

Having your main account reset its level? Probably not a good idea.

Being able to attach multiple summoner names to the same account? Sure. Have your main summoner's MMR only partially affect matchmaking, so it can avoid things like two smurfs on the same team winning a game with eight confused, new players.

I will say at their current abundance, smurfs are a problem and deter many would-be players of league, but this is not a good suggestion. Most people don't have smurf accounts because they want to start over, it's because they want to curb stomp some noobs just so both parties know what it sounds like for the announcer to say "LEGENDARY!" Whether they're just helping a friend learn the game or they're bronze 5, can't get any higher, and want to take it out on some less skilled players to make themselves feel better, this prestige system won't help at all. Some people do like to do things like you said, but I'm fairly sure that that's the minority on this issue.

I'm personally a fan of making smurf accounts a reportable offense. Report a smurf... send them to a "Smurf tier" where the scum from bronze can come together and frustrate the crap out of each other with nerf guns and wiffle ball bats.

So I'm playing against the same opponents as before, usually the same skill level as me, with all of the same champions, but with a big disadvantage with no runes or masteries. The incentive to prestige would have to be astronomical to make this a good idea

the real issue is people at lvl 30 duo quing with people and then you having them in a match with people with like 7/8 masteries vs someone with a full 30
