Petition to get Stormraiders Surge back instead of Phase Rush

Hey Guys im a Garen OTP from the EUW-Server and i wanna start this petition because i think Stormraiders was way much better as Phaserush ever could be (or atm is :D). Champs like Garen need AA+Q+E or Q+E+R to proc it. If u wanna take short trades like Q+E (and cancel ur E) or AA+Q u cant proc Phase Rush. With Stormraiders Surge u just need to deal 30% of the enemies max health so if u built Bruiser/Burst Garen its much easier to proc it. Am i wrong? Let me know your thoughts about it.

Given that some champs like Phase Rush proc conditions better, maybe they should just make Phase Rush capable of being proceed in multiple ways.

NuPhase Rush- Basic Attacks and abilities generate stacks on enemies hit, up to 3 per attack or cast depending on the damage dealt (1 stack per 10% of maximum hp, minimum 1). Applying 3 stacks to a target within a 3 second period grants 25%-40% (based on level) Movespeed and 75% slow resistance for 3 seconds. It opens it back up to champs who burst with fewer skills, and if they feel that the 30% HP is too little then they can raise the limit while not just removing the option entirely.

both has advantages and disadvantages.

against squishy targets, stormraider was easier to proc at times. against tanky targrts you couldnt proc it at all.

but phase rush works the same against tanky targets and squishy targets. item 3751 damage counts towards stormraider, which means for garen a q+e is enough to trigger the keystone with the item.

Nope, Phaserush is the WAAAAAAAAAY better concept, as it's more reliable and can be planned around better. Also, Garen is about the onlyone that would prefer the old way, and that could be fixed by makeing each E tick count towards phaserush.

As for now, if you want to be able to stay ontop of targets in short trades or quickly retreat after Q, try Glacial augment, and you can paire it with Randuins for a huge slow in teamfights.

Plz I loved this rune I ran it on everyone, if assassins had other options they might stop taking electro too. As rengar I use to love running this, now i have to run fleet.

It wasn't even that powerful when it was Storm, hardly anyone used it and less do now

Why they decided to nerf the hell out of it when it was already niche and then buff something like TL in the form of Electrocute

i actually prefer it this way, i find it much easier to trigger in the early-mid game as an immobile mage, something like TwistedFate , which is very helpful, because he has no reliable mid-fight mobility or movespeed boosts otherwise. the same also applies with a lot of more immobile champions, in my experience.

I loved stormraiders surge on Kayn. Kayn's biggest weakness, ironically considering how many mobility tools he has, is blowing everything then the enemy running away. Electrocute and other runes have made it pretty unlikely blowing people up doesn't kill them, but with their nerfs coming I fear for my man Kayn. Stormraiders surge gave him (both forms) the sticking power to follow people trying to escape and kill them with a few more autos after your burst didn't kill them. It's great. It was also super versatile because it worked on both, Electrocute is probably the best rune for both forms of Kayn in jungle but with it's incoming nerf I fear that Darkin Kayn might be better with another keystone, but my favorite part of Kayn is going into a match not knowing who you will pick depending on the enemy comp and who is carrying. RIP in peace stormraiders.

Big no unless the damage gets fixed, I don't want a Darius or Garen to win a teamfight automatically by reaching my adc immediately with no counterplay. It was ok back in the day because damage was much lower, not it would be stupidly easy to proc.
