Looking at the patch notes and seeing Tiamat again reminded me about this actually. Ravenous Hydra is rarely built anymore, and if it is, upgraded from Tiamat rather late due to Tiamat just in itself being a wonder item. It used to be rather common, but fell off with the meta and advent of Titanic. This isn't again to say that Ravenous isn't built at all, but that it is built simply for the sake of building it because you have the Tiamat and the spike after 2 or 3 items is enough to allow that sunk upgraded cost rather than when you look at Titanic and attempt to finish it in order to make it effective.

Are there any plans to buff Ravenous such as with active cooldown/lifesteal bonus from cleave, or maybe allow one to swap between the Hydras again? Not for free like before of course, but a reduced cost. There would actually be incentive then to upgrade Tiamat beyond quicker spiked damage if you have the gold or splitpush buffing that isn't tremendous compared to Tiamat; otherwise other item spikes are just so much more effective or worthy to invest into.

These two would be indirectly buffed. It's just such a good splitpushing item as:

  1. You demolish waves with it
  2. If you get chunked killing someone, you heal back in seconds
  3. If you get chunked failing to kill someone, you can run away it gives a lot of health regen so that you can heal up a bit as you rotate to another lane or stand around as the enemy champion last hits the wave at you.
  4. It's a big boost to AD, and the true damage that scales on AD makes item 3074 a much better buy for % dmg increase than, say: item 3036 item 3147

So I'd say for the champions that use Ravenous Hydra, the item is fine
