I prefer utility over crazy amounts of ap

Just saw some notes on surr at 20, ap increase on raylai. Why is always the dmg increased or decreased i wouldve rather had rod with 70 ap and 500 hp then 300 hp and 90 ap. You know so that champions other then Cassio and ryze can use them. Same story with ROA 100 ap 500 hp wouldve rather had 90 ap and 600 hp. All these items are just getting powercreeped when in reality they should have their def/utilty increased.
