Masteries and URF
As you may have noticed the new URF mode multiples your health and damage exponentially.
My question is that are the masteries block, recovery, unyielding and tough skin rendered useless because of this? Or do they scale as well?

It doesn't. It's a purely cosmetic change and it doesn't have any impact on gameplay.
