The rhetorical question above is in fact a joke, originating from Legend League's lore retcon that took place several years ago. The "dude" in question is actually dressed as a Summoner, whose existence was removed entirely from the canon as a result of the retcon. Hence the boundless humor in failing to recognize him as such! Hohohoho! A true knee-slapper, that one.
