Is matchmaking ever biased for or against you?

Lately I've noticed in Dynamic Queue I only win and lose in streaks. It seems like after I get demoted once, maybe twice, I get great team mates for like 10 straight games. After i climb back up, usually just a little past where i was, suddenly i get toxic feeders constantly. Im not here to complain about my team mates, but I look them up and suddenly in every game i play half my team has a 30% winrate in silver, and i lose like 10 straight games. Does the system compensate for me climbing and falling by matching me with good or bad team mates? Or is there any sort of implication in the algorithm that could cause this? It just seems like a statistical anomaly for this to keep happening.
