Because while both are pretty strong bruisers, Shyvana is on the tanky end of the spectrum, and J4 is on the burst end of the spectrum. They cater to different niches

J4 is quite tanky too, In fact even in the LCS SKT T1 Peanut always built tanky on J4.

That was pre-runes reforged. Now Jarvan has access to electrocute and tons of mid game power just off of runes

There are plenty of competitive junglers with J4, but to be honest no, there's no reason to ever play Shyvana.
