Possible Troll Solutions

In ranked play, something that should be a given, is a systemic check to see if a player has played a champion before or not. If the player has not (or has not in a very, very long time [specifically before a champion was reworked]), and that player then goes on to feed, this should be punishable. In fact, this is a common sense idea as this is deliberately trolling your team.

If you pick a champion that you are experienced on (especially highly so like ML5+) and pick a build or items that have zero way to function, this should be punishable. For example, a Tristana picking Ardent Censor.

There are maps that should where you die and get kills and your proximity to lane, etc. A systemic check could be done of this to help determine feeding patterns and obvious trolls. Walking into the enemy turret while weak and the enemy has high life, after already giving up kills to that same person. Or an ADC that repeatedly separates from the group with a fed Kha'Zix on the enemy team or is "split pushing" when the team is fighting in the enemy Nexus and loses because they are not there. JGs that are fighting Krugs while your inhib is getting destroyed, etc. These could be monitored easily enough over time, even sometimes in one game, and a minor-to-major penalty issued.

Going afk consistently, of course, but even easier, around the same time each time. For example, a game is continuing on and around 8:00 AM each day that person suddenly goes afk. They were probably playing before class or work and /knew/ before hand that they would go afk and troll their team.
-
Saying openly in game "I have to go afk/leave/etc" after 15-20 minutes right at the beginning of the match. This was clearly deliberate.
-
Feeding continuously and saying, "sorry I am drunk/high" during a ranked game. I am not even a fan of this in normal games as that does not excuse trolling at all. I would prefer a separate game mode for total casuals... leading me to...

Casual Game Mode: Normal draft pick for Summoner's Rift except everything goes. You can still enforce chat rules or whatever, but Janna Mid Lane with 6 Tears of the Goddess is fine. You can come here to do whatever you want. 4 people with Smite? Fine. Have at it. Troll hear, not in other game modes. And this is a good place to have your play restricted to if you troll in other modes.

"Mid or Feed" or any semblance of that statement, if followed up on, being banned. As a joke, it should be ignored of course. But the person filled support and goes into the game and picks Lee Sin support and stays out of the lane is a great reason to be banned.
I have more but these are a first few suggestions.
