This isn't a balance issue, this is low elo players not knowing how to deal with predictable kits.

If the game was 100% balance there will always be something overpowered to someone else. Rock, Paper, Scissors.

What really is imbalance is that there are over 100 champions and only 20 of them are worth playing.

If you want balance then what you are asking for is every champion to have the same stats and abilities so it relies on skill. This my friend will never happen when someone has 1 hp more then the other champion.

then why are certain champions more banned than others? its because their kits are obnoxious to deal with to most other champions/players.

Obnoxious, yes. Not imbalanced. Some are banned because that person would rather not be counterpicked with a hard counter. For example, if Katarina isn't already banned, I consistently ask for Lissandra to be banned - as a Kat main, she's the worst to deal with, given her point and click long-range CC, long-range harass and melee-range stun.

Let them pick those champions and learn to deal with them.

Nothing is more satisfying then winning a game against flavor of the month. So pick champions that will destroy the current meta champions and create a new meta.

Example of Meta change:

Mid: TF < Ziggs < Akali < Annie < Viktor: Eventually a champion will dominate viktor
